Eligibility of Funding

State certification ensures that all providers of ongoing employment support services meet minimum requirements for extended employment program funding. In SFY 2019, certification and funding applications were combined into one application form.

State certification requirements govern the operation of extended employment providers or rehabilitation facilities engaged in or seeking to engage in an extended employment program.

Eligibility

Any city, town, county, nonprofit corporation, or any combination thereof, may apply to the commissioner for assistance in establishing or operating a community rehabilitation facility.

Compliance Audit Standards

For the State Fiscal Year 2025: July 1, 2024 to June 30, 2025

There are standards and rules that must be used by independent auditors conducting compliance examinations of extended employment services provided and reported under contracts with the Department of Employment and Economic Development (DEED). These standards also apply to organizations that, with the permission of DEED, subcontract with contractors of DEED for extended employment services. Minn. Rules Chap. 3300 govern the Extended Employment program.

Funding

The VR program received 78.70% of federal fiscal year 2024 funding through grants from the U.S. Department of Education. The federal fiscal year 2024 grants totaled $52,850,455. The required state match for these funds is $14,299,999. The state of Minnesota appropriated $14.3 million to meet the match requirement.
